Energy Security Compacts with Partners

This bill would create a program called Energy Security Compacts to fund multi-year projects with partner countries. It would allow use of bilateral economic assistance money appropriated for fiscal year 2026 or later. Each Compact would need a yearly financial plan showing U.S., partner, agency, and private contributions. Countries designated a "foreign country of concern" would be excluded. Compact funds could not pay for military aid, projects that cause substantial U.S. job loss, or projects with serious, unfixable environmental or health risks. The Secretary would notify Congress 30 days before entering a Compact. The Director would report annually for up to five years. The Government Accountability Office would evaluate the program starting two years after enactment and then each year.
