Summary
Would add the Secretary of the Interior to the Committee on Foreign Investment in the United States (CFIUS) for land and resource deals near federal lands. It would also create a time-limited process for reviewing certain land or resource acquisitions by foreign persons from designated adversary countries.

- Would give the Secretary of the Interior a formal role on CFIUS for transactions that involve land or resources adjacent to sites managed by the Bureau of Land Management, Bureau of Reclamation, Bureau of Indian Affairs, Bureau of Ocean Energy Management, National Park Service, or U.S. Fish and Wildlife Service.
- Would require the Interior Secretary to notify CFIUS of "reportable land or resource transactions" when a foreign person from the People’s Republic of China, the Democratic People’s Republic of Korea, the Russian Federation, or the Islamic Republic of Iran seeks to acquire an interest in land or resources. CFIUS would then decide if the transaction is a covered transaction and whether to open a review or take another authorized action.
- Would end the notification and review requirement for a specific foreign country once that country is removed from the "foreign adversaries" list in 15 CFR 791.4.

New CFIUS review for public lands
This bill would add the Secretary of the Interior to CFIUS for certain land or resource deals near Interior-managed sites. The agencies covered include the Bureau of Land Management, Bureau of Reclamation, Bureau of Indian Affairs, Bureau of Ocean Energy Management, National Park Service, and U.S. Fish and Wildlife Service. If enacted, the Secretary would notify CFIUS when they believe a person from China, North Korea, Russia, or Iran is buying an interest in nearby land or resources. After that notice, the Committee would decide if the deal is covered and whether to start a national security review or take other authorized action. These procedures would begin on enactment and would end for a listed country when that country is removed from the foreign adversaries list in 15 C.F.R. § 791.4.
