  • VA employees and facilities would face new implementation duties. The Secretary would have to fold the rights into all VA policies and patient materials, provide annual training for every Department employee, prominently display the rights at facilities, and require each VA medical facility to name a patient advocate or ombudsman to run annual compliance audits and veteran satisfaction surveys.
  • Service members leaving the military and other users would see rights added to transition training and digital tools. The bill would direct the VA to coordinate a Transition Assistance Program module with Defense and Labor and make the rights prominent in the VA mobile app and the eBenefits portal within 180 days.

Limits on suing over VA rights

New Bill of Rights for Veterans

If enacted, the bill would create a Veterans' Bill of Rights and require the VA to tell veterans about ten specified rights when they get VA health care, benefits, or services. The rights include access to VA or VA‑authorized providers, respectful treatment, informed consent, clear information about benefits and eligibility, privacy protections, freedom from retaliation, complaint and appeal rights, and timely written notices about claims and appeals. The VA would have to include these rights in policies, patient materials, and employee training and display them at facilities and online.
