Application FEES Act
Sponsored By: Representative Bynum
Introduced
Summary
Would let 529 plans pay college application fees. The bill would add fees a student must pay to apply for admission to any eligible educational institution to the list of qualified higher education expenses under Section 529 of the tax code. That change would allow families and account owners to use tax-advantaged 529 distributions to cover application costs for distributions made after enactment.

Use 529 funds for college applications
If enacted, you would be able to use money from a Section 529 college savings plan to pay fees a student must pay to apply to any eligible college or university. Distributions used for those application fees and made after the date of enactment would be treated as qualified 529 expenses for tax purposes. This would reduce the chance that such withdrawals trigger taxes or penalties for families and students who use 529 accounts.
