New tax credit for homebuyers
If enacted, you would be able to claim a $5,000 credit when you buy your main home that tax year. If married filing jointly, the credit would be $10,000. You would be ineligible if you had this credit in any of the four prior tax years. The credit would phase out starting at modified adjusted gross income of $250,000 ($500,000 joint). Phaseout would run over the next $50,000 for singles and $100,000 for joint filers. The reduction would be proportional to how much your modified AGI exceeds the threshold. Modified AGI for this credit would equal your AGI plus amounts excluded under sections 911, 931, and 933. The credit would be nonrefundable and apply to tax years beginning after enactment.
