- Covered territory businesses: Loans financed on a deferred basis would be backed 90% by the SBA under this arrangement, increasing the Administration's guaranteed share for those loans.

- Small Business Administration and law: The bill preserves exclusions for loans described in paragraphs (9), (14)(A), (16), (31), and (34), and for pilot programs under paragraph (25). It also adds a conforming amendment to include the new subparagraph in existing cross-references.

More loan backing for territory small businesses
If enacted, the bill would set the Small Business Administration's share at 90% for agreements that participate in deferred-basis 7(a) loans to covered territory businesses. The 90% rule would not apply to loans described in section 7(a) paragraphs (9), (14)(A), (16), (31), or (34). It also would not apply to loans made under a pilot program carried out under paragraph (25).
