Tribal mineral trust and tax protections

If enacted, the Tribe could ask the United States to hold the minerals it receives in trust. Minerals the Hope Family Trust gives to the Tribe would not be subject to State or local taxation after conveyance. Before the land transfers, the Tribe must give the Secretary a written revenue-sharing formula for any future development. While conveyances are pending, the named tracts would be withdrawn from new entries and mining claims, subject to valid existing rights. Any amounts or benefits the Tribe receives under the bill would not reduce federal services or benefits for the Tribe or its members.

Single land swap for Crow Tribe access

If enacted, the bill would require a single land swap within 60 days after enactment. The Hope Family Trust would convey about 4,660 acres of mineral rights to the Crow Tribe. After the Bull Mountains lease is relinquished, about 4,530 acres of Bull Mountains minerals would go to the Hope Family Trust. Musselshell Resources would convey about 959 acres of surface to the United States. The United States would convey about 940 acres of Bull Mountains surface to Musselshell Resources. All transfers would occur together and remain subject to valid existing rights and the maps named in the bill.
