- States would get grants to develop digital versions of driver’s licenses and other identity credentials that follow National Institute of Standards and Technology validation guidance. Grants must spend at least 10% of award amounts to help residents obtain credentials, including in-person services.

Grants to States for Secure IDs
This bill would create an Identity Fraud Prevention Innovation Grants program at the Treasury. The program would be established not later than one year after enactment. States would get grants to build secure digital driver’s licenses and other identity credentials that meet NIST identity rules and to guard against AI-powered deepfakes. At least 10 percent of each State’s grant would have to pay for services that help people get the ID or verification services they need. Grants could not require people to use digital IDs, eliminate physical IDs, or pay for IDs for unauthorized immigrants.
