This bill would require big electronic communication or remote computing providers with 1,000,000 or more users to turn over the contents of communications or requested records no later than 72 hours after a warrant or court order. A covered provider would have 48 hours to file a motion to quash or modify the order, and a court could extend the 72-hour deadline by periods of not more than 7 days if the request is voluminous or complex. If enacted, any individual harmed by a covered provider's failure to comply on time would be able to bring a civil action in federal district court seeking injunctive relief and damages, notwithstanding other law.
