Anchors HIP‑WI indemnity decisions to the International Best Track Archive for Climate Stewardship (IBTrACS) dataset, with a certified alternative only if IBTrACS is incomplete. This bill would add a Hurricane Insurance Protection‑Wind Index endorsement to the Federal Crop Insurance Act and set rules for which storm data count when paying wind‑index indemnities beginning with crop year 2027.

More hurricane insurance support for farmers
If enacted, this bill would require the Secretary of Agriculture to use NOAA's IBTrACS dataset to decide county eligibility for Hurricane Insurance Protection — Wind Index (HIP-WI) indemnity payments starting with crop year 2027. It would also require the Department to compile and publish an alternative dataset made from weather stations run by land-grant colleges and certified to National Weather Service standards. The alternative dataset could be used only when the Secretary finds IBTrACS incomplete and a qualifying condition exists, such as damage to a nearby NWS station, damage to other local data sources, or incomplete local data. The Secretary would have to issue rules and update HIP-WI guidance within 180 days after enactment.
