This bill would expand the U.S.–Israel Binational Agricultural Research and Development Fund (BARD). It would authorize $8 million per year for BARD activities for fiscal years 2026–2030. It would create a BARD Accelerator and authorize $12 million per year for the Accelerator for fiscal years 2026–2030. The Accelerator would support midstage (technology readiness level) research, fast-track cooperative projects, and provide management guidance, technical assistance, and consulting. The bill would also expand eligible participants to include Abraham Accords signatories, Arab states that normalized relations with Israel, and other interested nations.
