VALOR Act
Sponsored By: Representative Levin

Summary
Creates guaranteed refunds and credits for housing loan origination fees paid by veterans with pending disability claims. The bill would treat fees collected in violation as overpayments and require the Secretary of Veterans Affairs to either refund the amount or credit it to the loan. It would also require the Secretary to reimburse a veteran who paid a fee while a disability compensation claim or a notice of intent to file was pending if that claim is later approved and compensation is awarded.

Bill Overview
Analyzed Economic Effects
2 provisions identified: 2 benefits, 0 costs, 0 mixed.
Reimburse loan fees for veterans
If enacted, the VA would still collect the usual housing loan fee when a veteran has a pending disability claim or a notice of intent at application. If that disability claim is later approved and the veteran receives compensation after paying the fee, the Secretary would reimburse the veteran the fee amount after the date it was paid. The bill does not set fee amounts or an effective date.
Refunds for unlawful housing fees
If enacted, any housing loan fee collected in violation of paragraph (1) would be treated as an overpayment. The Secretary would either refund that fee to the person or, if it was paid as part of a loan, credit the amount back to the loan. The bill does not specify timelines or dollar limits for refunds or credits.
