End the U.S. African Development Foundation

If enacted, this bill would abolish the United States African Development Foundation 120 days after enactment. During a 120-day wind-down, the President would close the Foundation's outstanding affairs. The Foundation would not be allowed to make any new grants, loans, loan guarantees, or project agreements after enactment. Any unexpended Foundation funds would be deposited into the Treasury general fund. The bill would transfer the Foundation's assets, liabilities, contracts, property, and records to the State Department for liquidation or oversight of existing multi-year grants until they expire. The law that created the Foundation would be repealed and the Secretary of State would send Congress a report with proposed U.S. Code fixes. The Foundation would have to give employees required federal notice for any reductions in force.
