Summary
This bill would create a ban on PRC-linked remotely monitorable energy storage imports to reduce risks that foreign-controlled technology could observe or interfere with the U.S. electric grid. It would give Customs and Border Protection and the Commerce Department enforcement roles, set criminal penalties up to 5 years and fines up to $250,000 per shipment, and require Commerce-led reporting to Congress.

New import ban for storage importers
If enacted, the bill would ban importing any energy storage system that contains a remote monitoring capability when it uses technology owned or controlled by entities tied to the People's Republic of China or the Chinese Communist Party. The bill defines an "energy storage system" as any device that stores electrical current for later use and a "remote monitoring capability" as the ability to observe, collect, analyze, or disrupt data. U.S. Customs and Border Protection would have 60 days to write rules to identify and block covered products and must review restrictions within 180 days and then every year. Knowing violations could lead to up to 5 years in prison and fines up to $250,000 for each violating shipment.
