NASA monitoring for ocean carbon
This bill would direct NASA to use satellites, models, and research to improve monitoring of marine carbon removal. NASA would be asked to coordinate with NOAA and other agencies and align its research where practical. The provision would authorize appropriations for NASA for fiscal years 2027 through 2031 if Congress provides the money.
NOAA-led ocean carbon research program
This bill would create a NOAA-led program and interagency working group to coordinate marine carbon dioxide removal research. NOAA and the working group would have to publish a federal research plan within 90 days and a code of conduct within one year. NOAA would inventory federal sites in 180 days and could designate research areas, but Tribal consent would be required for Tribal lands. The program would fund grants and partnerships, require monitoring, and make research data publicly available through a portal within one year. The program would also require biennial reports to Congress starting within two years.
NSF grants for marine carbon research
This bill would direct the National Science Foundation to award grants supporting the federal marine carbon research plan. NSF grants would fund studies on efficacy, ecosystem and social impacts, measurement tools, and traditional ecological knowledge. NSF would also leverage training and workforce programs to build capacity in marine carbon science.
Standards for marine carbon credits
This bill would set up federal work to create measurement standards and technical guidance for marine carbon removal. The National Institute of Standards and Technology would develop benchmark materials, measurements, and models. The bill would define a carbon removal credit as one metric ton of CO2 equivalent removed and durably stored, measured on a life-cycle basis. The Commerce Secretary could provide technical assistance to improve voluntary carbon market protocols and avoid double counting.
