The NDN Network must match that federal contribution with non‑Federal funds or in‑kind gifts of equal or greater value and deposit them into the fund.
- Use and oversight: Funds may be used only to provide diapers and supplies or for technical assistance and evaluation, and the NDN Network would submit an annual report to the Secretary of Defense on fund activities.

This bill would direct the Secretary of Defense to seek an agreement with the National Diaper Bank Network to provide $1,000,000 each fiscal year from 2027 through 2030. The money would establish a Military Family Diaper Fund to pay for diapers, diapering supplies, technical assistance, and program evaluation. Only Network members that have distributed diapers within 20 miles of a military installation for at least five years could receive fund distributions. The Network would have to deposit non‑Federal matching funds or donations equal to or greater than the federal contribution and submit an annual report to the Secretary of Defense.
