Summary
Expands HBCU eligibility. This bill would amend the Higher Education Act to move the founding-date cutoff for historically Black colleges and universities from 1964 to November 8, 1965. Institutions established before that date could be designated as HBCUs if they meet all other existing HEA criteria, broadening the pool of schools eligible for that classification.
