An annual report on foreign barriers to U.S. specialty crop exports would be required from the Secretary of Agriculture in consultation with the United States Trade Representative (USTR). The report would identify tariffs, quotas, and non-tariff barriers, estimate their effects, summarize government actions, include a public comment period, and publish the unclassified portion in machine-readable form with an optional classified annex.

  • Farmers and exporters would get country-by-country analysis of tariffs, quotas, sanitary and phytosanitary rules, import licensing, and subsidies, plus estimates of how those measures affect U.S. specialty crop competitiveness.
  • Federal trade and agriculture agencies would have to document and report actions taken to address barriers, including section 301 steps, negotiations, and World Trade Organization measures, and explain any unobligated funds.
  • Congress and the public would receive regular, machine-readable reports for oversight, and the Secretary must solicit input from the public and the Agricultural Technical Advisory Committee for Trade in Fruits and Vegetables.
