Higher monthly stipends for Upward Bound

If enacted, participants in Upward Bound projects assisted in fiscal year 2027 would be eligible for higher monthly stipends. For projects assisted in FY2027, the three stipend tiers would be up to $180, $900, and $120 per month. Veterans in FY2027 projects specifically designed for veterans under subsection (d)(6) could receive up to $300 per month. For FY2028 and later, each year's dollar amounts would be increased by the estimated percentage change in the Consumer Price Index (as defined in section 478(f)) and rounded to the nearest $10. These changes would apply only to participant stipends, not to other program funding or authorities.
