Free legal help for farm heirs

If enacted, the bill would let USDA sign cooperative agreements with nonprofits to give free legal and accounting help to qualifying heirs who hold undivided interests in farm or forest land with multiple owners. It would authorize $60 million each year for fiscal years 2027 through 2031 and allow USDA to use up to 3% of those funds for administration. Agreements would last up to 4 years and could be renewed if ownership disputes are not resolved. To get help, an heir must be a limited resource heir (income at or below the national poverty level for a family of four, or under 50% of county median household income for the two prior calendar years using Department of Commerce data), or live in a persistent poverty community or CDC-designated socially vulnerable area, or be a member of a socially disadvantaged group, or be a veteran; some limited help for non-farmed but potentially viable land is allowed if the heir proves control and certifies they will apply for and enroll the land in a USDA program after claims are fixed. The Secretary would require annual performance reports from the nonprofit, could request non‑PII data, could end or not renew agreements that fail to show progress, and must publish selection and performance criteria and report annually to House and Senate Agriculture Committees.

Heirs relending program extended to 2031

If enacted, the bill would extend the Heirs Property Intermediary Relending Program's authorization by replacing the year "2023" with "2031," keeping the program authorized through fiscal year 2031. It would also change the program report requirement so the Secretary must report on the program every year instead of providing a single report one year after enactment. The change would not itself change individual loan terms.
