Summary

A nationwide visa mandate for nationals of the People's Republic of China. The bill would bar admission of any person who is a national of the People's Republic of China or who holds a passport issued by the People's Republic of China unless they have a valid visa, block Department of Homeland Security funds from allowing PRC nationals to use visa‑free programs including the Guam and Commonwealth of the Northern Mariana Islands visa‑waiver authorities and the Economic Vitality & Security Travel Authorization Program, and define the People's Republic of China to include Hong Kong and Macau.

Visa requirement for Chinese nationals

If enacted, this bill would require nationals of the Peoples Republic of China, and anyone holding a passport issued by the Peoples Republic of China, to have a valid visa to be admitted by the Department of Homeland Security. The bill would treat Hong Kong and Macau as part of the Peoples Republic of China for this rule. It would also bar DHS from using its funds to allow PRC nationals to enter without a visa through the Guam and Northern Mariana Islands visa-waiver program, including the Economic Vitality & Security Travel Authorization Program, or any other program that admits PRC nationals without visas. If enacted, these rules would take effect upon enactment.
