Summary
Extends fee collection for new drilling permits and directs those fees to a BLM fund for permit processing improvements. This bill would change Section 35(d) of the Mineral Leasing Act to move the applicable year from 2026 to 2037 and require that all fees collected in each fiscal year 2027 through 2037 be transferred to the BLM Permit Processing Improvement Fund to fund improvements in Bureau of Land Management permit processing.

Continued drilling permit fees
This bill would extend collection of the fee tied to new permit-to-drill applications from 2026 through 2037. For each fiscal year 2027 through 2037, the bill would require that all such fees be transferred to the BLM Permit Processing Improvement Fund. The bill would not change the fee amounts. If enacted, new drilling-permit applicants would keep paying the fee while BLM would use the funds for permit-processing improvements.
