- State, local, Tribal, and territorial law enforcement agencies would be able to apply for grants that reimburse costs above routine operations. Funds would cover only personnel hours spent directly on protection, equipment explicitly for that protection, and travel related to the protected property.
- People who receive Secret Service protection and their households would see clearer limits on reimbursement eligibility because grants would cover protection only while the protected person is physically at the designated property or traveling to or from it, and short-term lodging under 30 days is excluded.
- The Department and the Secret Service would face new transparency and oversight rules. The Inspector General must audit the program annually, the Secretary must implement certain IG recommendations within 180 days, and the department must submit yearly accountability reports listing grantees, man-hours, and equipment purchases.

Grants to reimburse local law enforcement
If enacted, the bill would create the Extraordinary Protection Reimbursement Program at DHS to give grants to State, local, Tribal, and territorial law enforcement agencies. The program would authorize $61,000,000 for each of fiscal years 2026, 2027, and 2028. Grants would be reimbursable and would only pay extra costs directly tied to protecting non-governmental properties the Secret Service designates, such as man-hours, specified equipment, and protection while the covered person is at or traveling to or from the property. The bill would exclude hotels and short stays under 30 days, require Secret Service approval for some equipment purchases, and let DHS (through its Management Directorate or FEMA) run and report on the program.
