If enacted, the bill would make a "qualified alien" ineligible for cash assistance under the Temporary Assistance for Needy Families (TANF) block grant program. The bill would use the definition of "qualified alien" in section 431 to decide who is affected. The ineligibility would not apply to people listed in section 431(b) paragraphs 1, 7 (Cuban nationals), or 8. The bill would also repeal subparagraph (A) of section 402(b)(3) of the 1996 welfare law.
