- Families and consumers: Would remove many retail nitrous oxide products commonly used for recreational inhalation, limiting easy access to cartridges often called "whippits."
- Medical and dental providers: Keeps nitrous oxide for licensed medical or dental treatment exempt, so clinical uses remain allowed.
- Food businesses and manufacturers: Exempts commercial food production and nitrous oxide sold as a component of food used as a propellant, protecting restaurants, caterers, and food makers.
- Researchers and institutions: Preserves use in research and development by accredited universities, businesses, nonprofits, and government agencies through a defined exemption.
