If enacted, the bill would make the Presidential Proclamation titled "Restriction on Entry of Certain Nonimmigrant Workers" (Sept 19, 2025) not apply to certain H-1B health care workers. You would be covered only if you are employed or have a job offer in the health care workforce as defined at 42 U.S.C. 294q (ACA section 5101). The petition would have to include a $100,000 payment to qualify. The bill would also bar charging any fee above the existing statutory fee ceiling in INA 214(c)(9)(B).
