Expanded hiring tax credit for employers

This bill would extend the Work Opportunity Tax Credit so employers could claim it for hires through December 31, 2030. The extension would apply only to people who begin work after the law is enacted. It would add two new eligible groups for the credit. A "qualified criminal justice-impacted individual" would be someone certified by a local agency. They would need a felony conviction, or incarceration, or probation lasting at least 90 days. The hire would have to happen within three years of the conviction, release, or end of probation. A "qualified opportunity youth" would be someone certified as an out-of-school youth under the Workforce Innovation and Opportunity Act. The Treasury Department would write rules to implement these changes. The Comptroller General would report to Congress within one year with recommendations to simplify employer paperwork and data sharing.
