Tie project caps to construction costs
If enacted, the bill would index several authorized construction dollar limits to engineering cost indices. That means specified dollar ceilings would rise with ordinary construction cost changes. The indexing would apply to certain $200 million limits, a $50 million limit, and the new project and tribal authorizations described in the bill.
Tribal rural water funding boost
If enacted, the bill would authorize $743 million (indexed) for tribal rural water systems. It would allocate up to $118 million to Spirit Lake, $275 million to Three Affiliated Tribes, $240 million to Standing Rock, $98 million to Turtle Mountain, and $12 million for a Lake Traverse feasibility study and possible construction. The Secretary could use these amounts to finish final engineering reports for the tribal systems within two years of enactment.
More funding for North Dakota water
If enacted, the bill would authorize new money to finish several North Dakota water projects. It would provide $404 million for the McClusky Canal, $120 million to finish the Biota water treatment plant and pump station, $50 million for Southwest Pipeline upgrades, and $63 million for North Dakota rural water districts. The bill would let funds move among those four projects, but no project's original authorized amount could grow by more than 50 percent because of transfers.
More money for Natural Resources Trust
If enacted, the bill would appropriate $75 million to carry out the Natural Resources Trust and make those funds available until spent. It would also add the bill's new project amounts into the Trust reference so those project authorizations are covered by the Trust rules.
