- U.S. vessel owners and operators: Would be able to get a certificate of documentation and a coastwise endorsement to transport crude oil and petroleum products, broadening which vessels can carry those cargos.
- Foreign-owned or flagged vessels: Vessels owned in whole or part by Russian or Chinese nationals, owned by the Russian government, or flagged by Russia or China are excluded from this exception.
- Crews and hiring practices: Any vessel with a Russian or Chinese crewmember would not qualify for the documentation or coastwise endorsement under the bill.

More coastwise access for oil ships
If enacted, U.S. vessel owners who transport crude oil or petroleum products would be able to get a coastwise endorsement and a certificate of documentation. The change would not apply to vessels owned in whole or in part by Russian nationals or the Russian government, Russian-flagged vessels, or vessels with any Russian crewmember. It would also exclude vessels owned in whole or in part by Chinese nationals or the People's Republic of China, Chinese-flagged vessels, or vessels with any Chinese crewmember. This would take effect upon enactment. It would not change taxes or provide direct payments.
