Preventing Future Vintage Plastic Pipeline Tragedies Act
Sponsored By: Representative Houlahan
Introduced
Summary
Identify and account for Aldyl-A polyethylene piping in gas distribution systems. The bill would require owners and operators to assess their systems and report estimated Aldyl-A mileage within 3 years, broaden federal material categories to include 'historic plastics with known safety issues', and limit excavation as part of those assessments while leaving other safety authorities intact.
Show full summary
- Residents near gas distribution lines would get clearer information about local Aldyl-A piping because operators must report estimated mileage.
- Pipeline owners and operators would have to assess systems for Aldyl-A and submit estimated total mileage within 3 years. The bill bars requiring excavation for those assessments while preserving the Secretary's other pipeline safety authorities.
- Federal pipeline safety programs would expand risk assessments and statutory material lists to include 'historic plastics with known safety issues' such as Aldyl-A.

Safety checks for Aldyl-A gas pipes
If enacted, this bill would require every gas distribution owner or operator to check their system for Aldyl-A polyethylene pipe. Owners and operators would have 3 years to report the estimated total miles of Aldyl-A piping to the Secretary. The Secretary could not require digging (excavation) solely to perform that assessment, but existing inspection authorities under 49 U.S.C. 60112 and 60117(m) and (p) would remain. The bill would also add "historic plastics with known safety issues" to the materials regulators and state certifications must consider when reviewing distribution system risk.
