Summary
Creates a new commemorative service ribbon for National Guard members who perform homeland defense duty under chapter 9 of title 32. This bill would let the Secretary of the relevant military department award the ribbon to qualifying Guard members. If a member dies, the Secretary may issue the ribbon to the member's next-of-kin. The ribbon's design must be approved by the Secretary of Defense. Each military department prescribes award rules, and the Secretary of Defense must seek uniform regulations to the extent practicable.
