- BPA Administrator: The Administrator's annual basic pay would be set by the Secretary to match chief executives at Western Interconnection consumer-owned utilities. This change would take effect in the first pay period starting six months after enactment.
- BPA employees, including Senior Executive Service: The Secretary would set employee pay to be competitive with similar roles at those utilities. The Secretary must use an annual survey and consider education, experience, level of responsibility, geographic differences, retention and recruitment needs, and consistency with the Administrator's approved budget and the agency's mission of providing low-cost power.

Higher pay for Bonneville Power employees
If enacted, this bill would require the Secretary of Energy to set the annual basic pay for the Bonneville Power Administration Administrator and BPA employees. Pay would be made comparable to chief executives and similar positions at consumer-owned utilities in the Western Interconnection. It would start in the first pay period that begins on or after the date that is 6 months after enactment. The Secretary would base pay decisions on an annual survey, keep pay consistent with the Administrator’s approved general and administrative budget, and consider education, experience, level of responsibility, geographic differences, and recruitment and retention needs.
