Foreign Propaganda Transparency Act
Sponsored By: Representative Stutzman
Introduced
Summary
Requires FARA disclosures to explicitly state ties to specified foreign governments. This bill would expand the Foreign Agents Registration Act so that informational materials must say when a foreign principal is supervised, directed, owned, controlled, financed, or subsidized, in whole or in part, by a "covered nation" as defined in 10 U.S.C. 4872(f)(2) or by any other foreign government acting on behalf of that covered nation.

- Organizations and registered agents: Would have to add a conspicuous statement to informational materials about whether their foreign principal has supervision, control, ownership, financing, or subsidy links to a covered nation or a government acting for that nation.
- News consumers and the public: Would get clearer labeling about whether material comes from a foreign principal tied to a covered nation, helping readers judge potential foreign influence.
- Foreign principals and governments: The law would make ties involving control or funding by covered nations part of routine public disclosure under FARA.

Extra disclosure for foreign-funded materials
If enacted, the bill would add a new disclosure rule to the Foreign Agents Registration Act. It would require that the required conspicuous statement on informational materials say, where applicable, whether the foreign principal is supervised, directed, owned, controlled, financed, or subsidized, in whole or in part, by a "covered nation" (as defined in 10 U.S.C. 4872(f)(2)) or by any foreign government acting for that covered nation. This applies only where a conspicuous statement is already required and only to the extent those relationships exist. The text does not include funding, enforcement, or an effective date.
