Creates a DHS-led interagency threat-assessment program focused on Major Non‑NATO Allies (MNNA) to identify foreign terrorist organizations (FTOs) and specially designated global terrorists (SDGTs) operating there. Regular terrorism threat reports on allies

If enacted, the Department of Homeland Security would lead new classified assessments of terrorist threats in countries designated or operating as major non‑NATO allies. DHS would consult the Secretary of State and the Director of National Intelligence. The first report would be due within 180 days after enactment, and reports would be required every two years after that. Each report would identify foreign terrorist organizations and specially designated global terrorists in each ally, describe their activities including any use of artificial intelligence or other critical technologies, and describe the ally's efforts to disrupt those activities. Reports would also assess DHS's ability to find, monitor, mitigate, and prevent related threats and would identify any additional resources needed. The classified assessments would be made available to any Member of Congress on request, and DHS would brief the House and Senate homeland security committees when reports are submitted.
