New fuel reserve for Western states
If enacted, the bill would require the Energy Secretary to create a Refined Fuel Storage Reserve for eight Western States within 6 months. The reserve would be in salt-cavern storage and hold gasoline, diesel, and jet fuel. Minimum capacities are 5,000,000 barrels gasoline, 3,000,000 barrels diesel, and 2,000,000 barrels jet fuel. For the five fiscal years after setup, the Secretary would keep the reserve at least 75% full using Congressional acquisitions and revenues from emergency or test sales. The Secretary would pick one site in the West, may contract with public or private operators, could withdraw fuel for emergencies or disruptions, and must report to Congress within one year and then every year.
