This bill would repeal the budget-neutrality requirement for Medicaid demonstration projects under Section 71118 of Public Law 119-21. It would apply Section 1115 of the Social Security Act as if Section 71118 had not been enacted and would rescind the amounts appropriated under Section 71118(b) of P.L. 119-21.

If enacted, the bill would rescind the federal money appropriated under section 71118(b) of Public Law 119-21. It would also repeal Section 71118 and direct that Medicaid section 1115 rules apply as if that section had not been enacted, removing the budget-neutrality requirement for demonstrations.
