Summary
Prohibits Strategic Petroleum Reserve exports to specified foreign adversaries. This bill would ban the export or sale of petroleum drawn from the Strategic Petroleum Reserve to the People's Republic of China, the Democratic People's Republic of Korea, the Russian Federation, the Islamic Republic of Iran, and entities they own or control, including entities controlled by the Chinese Communist Party.

Ban SPR oil exports to adversaries
This bill would ban export or sale of oil taken from the Strategic Petroleum Reserve to China, North Korea, Russia, Iran, and entities they control. It would also cover entities owned or controlled by the Chinese Communist Party. The Secretary of Energy could waive the ban only if the Secretary certifies the sale is in U.S. national security interests.
