Reversionary Interest Conveyance Act

Sponsored By: Representative Rep. Matsui, Doris O. [D-CA-7]

Passed House

Summary

Allows the Bureau of Land Management to sell the United States' reversionary interest in about 8.43 acres in Sacramento. The owner of record for a parcel inside that area can request the sale. After a request, BLM must offer and convey the reversionary interest within two years once the buyer pays at least fair market value and covers all conveyance costs like surveys and appraisals. The conveyance is subject to valid existing rights and sale proceeds go to the Federal Land Disposal Account. The law preserves a 50 foot railroad right-of-way and does not validate adverse possession claims unless confirmed by a prior Southern Pacific conveyance.

Owners can buy federal reversionary interest

If enacted, you could ask the federal government to sell its reversionary interest in about 8.43 acres in Sacramento. This would apply only if you are the owner of record of a parcel in the covered land. The Secretary would have up to two years to offer the interest after your request. You would buy it only after paying an appraisal-based fair market value and must also pay surveys, appraisals, and administrative costs. Sale money would go into the Federal Land Disposal Account. The railroad right-of-way would stay at least 50 feet on each side of the main track. The bill would not validate title claims from adverse possession or abandonment unless the railroad already conveyed the land.
