Study of Indo-Pacific trade rules
If enacted, the bill would require the U.S. International Trade Commission to finish a study within 180 days. The study would examine tariffs, quotas, and services commitments in Indo-Pacific deals like RCEP and CPTPP. It would review non-tariff barriers, lower labor and environmental standards, and sector rules that affect U.S. competitiveness. The study must analyze supply chain resiliency and China’s role, and compare USMCA with CPTPP, RCEP, or other regional agreements.
New commission to shape Indo-Pacific trade
If enacted, the bill would create an independent Indo-Pacific Trade Strategy Commission that starts 30 days after enactment. The commission would have 12 appointed members with regional and trade expertise. No sitting Members of Congress may serve. It must hold public hearings, may hold classified sessions, take public comments for at least 45 days, consult with Congress every three months, and deliver a final report within 18 months.
