- Veterans and families: Disability benefits paid under chapter 11 or chapter 15 will not count as income for Section 8(o)(19) eligibility. The exclusion may not apply to the definition of "adjusted income".
- Current HUD-assisted households: For households receiving rental assistance under Section 8(o)(19), a veteran's chapter 11 or chapter 15 benefits are excluded when determining eligibility for other types of housing aid.
- Future housing on Department property: When HUD funds rental assistance for units built on Department of Veterans Affairs property after enactment, the Secretary of Housing and Urban Development must exclude those veteran disability benefits from income.

If enacted, VA disability payments under 38 U.S.C. chapters 11 or 15 would not count as income for certain HUD housing programs. For veterans in the HUD supported housing program (the program under section 8(o)(19)), those disability payments would be excluded when HUD figures income and rent and when HUD checks eligibility for other housing help if the household gets rental help under that program. HUD would also have to exclude the same VA disability pay when deciding eligibility to rent units built on Department property on or after enactment, but only where the unit's assistance is part of a HUD program that did not exist at enactment. The exclusion applies only to disability benefits paid to veterans. The bill notes the exclusion may not apply to the statutory definition of "adjusted income."
