  • The Southern Nevada Water Authority and its contractors would be authorized temporary and permanent rights-of-way outside the conservation area for geotechnical work and to build and operate the Horizon Lateral water pipeline. Rents or other charges for those rights-of-way would be waived, the Secretary would be required to grant the rights-of-way within one year, and the Authority may excavate and dispose of tunneling materials after a memorandum of understanding is completed within 30 days.
  • Utilities and land managers would retain valid existing rights in designated transmission corridors, continue operation and maintenance of approved facilities, and the Secretary may approve new utility rights-of-way in existing corridors consistent with environmental review and protective terms.

New Nevada water pipeline rights-of-way

If enacted, Interior would have to grant the Southern Nevada Water Authority temporary and permanent rights-of-way within 1 year. The routes would be outside the Conservation Area and include power lines, facilities, and access roads shown on the map. The grant would have no rent or other charges and would be subject to valid existing rights. Interior could add reasonable terms to protect Conservation Area resources. Construction would not be allowed to permanently harm surface resources or cross designated wilderness. The Authority would be allowed to excavate and use or dispose of tunneling materials without payment, and Interior and the Authority would sign an MOU within 30 days after the grant to identify federal disposal sites.

Bigger Sloan Canyon area with utility access

If enacted, the map for Sloan Canyon would be replaced with “Proposed Sloan Canyon Expansion” dated May 20, 2024. The protected area would grow from 48,438 acres to 57,728 acres. Existing utility corridors and approved transmission lines would keep the right to operate, maintain, repair, and replace. The Interior Secretary would still be able to approve new utility lines inside an existing designated transportation and utility corridor, under NEPA and other laws.
