Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

New stewardship institute at park

If enacted, the bill would establish a National Park Service Stewardship Institute at Marsh-Billings-Rockefeller Park. The Institute would run workshops and public programs on stewardship and conservation. It would support research, share best practices, and help build leadership and partnerships. The Institute would be managed as a program of the park and would take effect upon enactment.

New park land purchase rules

If enacted, the Secretary would be able to acquire park land by donation, transfer, exchange, or purchase from a willing seller. Purchases could use donated funds or appropriations. If the King Farm is acquired, the sale must include access to and from the park. The King Farm could be used for farming, forestry, conservation that keeps a working-farm character, and education. The purchase authority is limited to willing sellers and takes effect upon enactment.

Park boundary and zone changes

If enacted, the park boundary would change to the map numbered 456/190,048 dated August 2023. The park would include a historic zone, a protection zone, and the King Farm. The King Farm could be split between the historic and protection zones as the Secretary decides. The August 2023 map would replace the Scenic Zone map dated November 19, 1991. The map must be on file and available for public inspection. These changes would take effect upon enactment.
