Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 2 costs, 1 mixed.

End U.S. tax breaks for settlers

If adopted, the resolution would express support for actions to end U.S. double‑taxation relief and foreign tax credits where they indirectly subsidize settlement activity. That specifically targets U.S. persons who reside in Israeli settlements in the West Bank and claim foreign tax credits for taxes paid to Israel. U.S. taxpayers living in those settlements who claim these credits could face higher U.S. tax bills if Congress or agencies act, because the resolution itself would not change tax law.

Stop West Bank settlements and E1

If adopted, the resolution would call on Israel to halt approvals for new West Bank settlements and to evacuate unauthorized outposts. It would ask Israel to immediately stop home demolitions and pause demolition orders pending fair, due‑process review. It would ask Israel to cancel land confiscations in Sebastia and give residents a clear chance to challenge them. It would also urge the President to condition some U.S. security assistance on a verifiable freeze of E1 activity, including approvals, tenders, construction, or enabling infrastructure.

Sanctions and visa bans for settlers

If adopted, the resolution would urge the President and Secretary of State to use the Global Magnitsky law and visa authorities to impose targeted sanctions and visa restrictions on individuals credibly implicated in serious West Bank abuses. It names senior officials Bezalel Smotrich and Itamar Ben‑Gvir as examples. It would also urge agencies to impose measures, consistent with U.S. law, against entities that knowingly finance or materially support settlement expansion or activity that leads to demolitions, land seizures, or displacement.
