It states that home visiting helps parents meet children's needs, promotes healthy development, strengthens family relationships, and reduces abuse and neglect. The preamble cites federal evaluations and the 2022 reauthorization that expanded investment and workforce support, and notes 2024 reach: programs in every state, DC, five territories, 32 Indigenous communities, 65 percent of U.S. counties, serving over 150,000 parents and children with nearly 1 million federal home visits and reaching over 284,000 families through more than 3 million evidence-based visits.
