  • House members: Would require the House to take up H. Res. 997 right away and prevent two specified clauses of House rules from applying during that consideration, limiting standard points of order.
  • Ranking minority member: Would let a substitute amendment filed by the Committee on Rules' ranking minority member be treated as adopted if it is printed in the designated portion of the Congressional Record and submitted at least one day before consideration. If multiple qualifying substitutes are filed, only the last one would be treated as adopted.
  • Majority and minority leaders: Would limit debate to one hour total, split equally between the majority and minority leaders or their designees.
