Dedicated fund for Southwestern power grid
This bill would create a Southwestern Power Administration Fund in the U.S. Treasury. The Fund would hold the agency’s receipts, appropriations, transfers, and certain deposits. It would move unspent money from older Southwestern Power accounts into this single Fund. Money would stay available until used. The agency could use it to run and maintain transmission, market power, build or buy lines and substations, and cover related admin costs. The Administrator could also commit funds in advance of appropriations, to be paid later from the Fund.
Southwestern Power oversight and surplus returns
Each year, the Administrator would send excess Fund money to the U.S. Treasury as miscellaneous receipts. The bill would also apply government-corporation style financial rules to the Administrator. This could add oversight and reporting, but reduce cash kept for future projects.
