Summary
Harsh, automatic sanctions and trade penalties would be triggered if Russia refuses to negotiate with Ukraine, violates a peace deal, invades again, or seeks to subvert Ukraine's government. The bill would require visa and property-blocking sanctions, target major Russian banks, ban U.S. energy exports to Russia, restrict U.S. investments and listings tied to Russia, and force duties of at least 500% on Russian imports.

Big tariffs and Russian energy bans
If enacted, the President must raise duties on imports from Russia to at least 500% within 15 days of a covered determination. The law would also set at least 500% duties on goods from countries that knowingly handled Russian-origin energy, reviewed every 90 days, with one 180-day national-security waiver allowed. The President would ban imports of Russian-origin uranium and would sanction Rosatom leaders and counterparties who handled that uranium.
Ban U.S. investment in Russian assets
If enacted, the Commerce Secretary would ban exports of U.S.-produced energy to Russia within 15 days of a covered determination. U.S. persons and financial firms would be barred from investing in Russia's energy sector and in entities owned or controlled by the Russian government. U.S. persons would also be barred from buying Russian sovereign debt and the SEC would ban trading or listing of covered Russian-affiliated securities.
Cut off Russian banks and payments
If enacted, the Treasury would block property and bar U.S. transactions with Russian government banks within 15 days of a covered determination. U.S. banks and SEC brokers would generally be barred from processing many transfers to or from Russia. The President could also sanction global financial messaging providers that keep serving sanctioned Russian banks, and those decisions would be reviewed every 90 days.
How sanctions would be enforced
If enacted, the President must make a covered determination within 15 days and then every 90 days to trigger many sanctions. The bill would require CAATSA sanctions to be applied on that cadence and allow the President to use IEEPA authorities and penalties to implement the rules. The President could end sanctions only after certifying a peace deal and that covered actors stopped prohibited acts, but must immediately reimpose them if acts resume. Humanitarian aid, authorized intelligence work, and certain treaty-required admissions would be excluded.
