Higher federal pay for 2026

If enacted, federal civilian employees would get pay increases for 2026. The bill would raise basic pay rates under the statutory pay systems by 3.3% for calendar year 2026. It would raise the locality pay adjustment by 1% for calendar year 2026. For fiscal year 2026, prevailing rate (wage‑area) pay and the pay rates under 5 U.S.C. 5348 and 5349 would be increased by 3.3%, using pay levels in effect on the last day of fiscal year 2025 and notwithstanding the usual wage‑survey timing. Employees who receive both a 3.3% base increase and a 1% locality increase could see a combined rise of about 4.3% in 2026. The bill would not create new funding; it would change pay rates by operation of existing statutes.
