  • U.S. industry and standards organizations would get a centrally maintained web portal listing international AI and critical-technology standards efforts and opportunities to participate. The Director of the National Institute of Standards and Technology could partner with nongovernmental organizations to build the portal.
  • A pilot grant program would support hosting standards meetings in the United States. Grants could cover up to 50 percent of anticipated hosting costs and pay for meeting planning, venue expenses, and other hosting needs.
  • Federal agencies would have to notify the Secretary of State and the NIST Director of their participation in standards activities, and the Director would brief Congress within one year with an overview of standards work, an analysis of U.S. hosting opportunities, and recommendations to boost participation.

*Would authorize $5.0 million in appropriations for 2024–2028 to support the pilot program, increasing federal spending by that amount.*

Support for U.S. AI standards

If enacted, the bill would create a public web portal to list international AI and critical-technology standards work and show how to join and access drafts and published standards. The Director could partner with outside groups to build or run the portal. If enacted, the bill would also start a pilot grant program, within 180 days and subject to appropriations, to help eligible standards organizations host meetings in the United States. Grants could cover up to 50% of hosting costs and not exceed a Director-set cap. The pilot would end five years after enactment, and the bill would authorize $5,000,000 for fiscal years 2024 through 2028. The Director and Secretary of State must brief Congress in year three and could recommend making the program permanent within two years.
