- Manufacturers and designers would get a clear statutory definition that lists three technical limits: the device cannot be designed to use common handgun, rifle, or shotgun ammunition, cannot fire projectiles above 500 feet per second, and cannot accept pistol-grip or common semiautomatic feeding devices.
- Device makers or owners could ask the Attorney General to decide whether a product meets that definition, and the Attorney General must make the determination within 90 days of receiving the device.

New rules for less-lethal devices
This bill would add a new legal definition of a "less-than-lethal projectile device" to 18 U.S.C. 921. It would cover devices not made to fire common handgun, rifle, or shotgun ammunition. It would also cover devices that cannot fire projectiles above 500 feet per second and that are designed not to be likely to cause death or serious injury. The device also could not accept certain ammunition feeding devices, like those loaded through a pistol grip or common semiautomatic magazines. If a person sends a device to the Attorney General for a determination, the Attorney General would have 90 days from receipt to decide. The rule would take effect upon enactment.
